You could get some white Christmas lights and decorate with them. They're half off right now. You coukd get one of those contraptions that make the lights blink on and off (that pulls into the wall). Also some nice music that everyone likes (think Country) playing continously softly in the background is nice. If you have a fish bowl, have each guest when they first come to the party put in the bowl two things: 1) a wish for the New Year and 2) a New Year Resolution. Then near the middle of the party, read both of the items and have everyone vote on what they think is the best idea,

I would decorate with lots of metallic gold balloons and red balloons on the ceiling. I suggest that instead of helium balloons use tape to put them up on the ceiling. A banner, dim lights, and a nice center piece will do it! I think that if you keep everything color cordinated it would look nice. You can decorate only where the guest will be seating.

Dollar store! cheap balloons and streamers everywhere. Confetti in bags for guests to toss at end. Surely the christmas lights aren't far away, you could always bundle a string of lights up into a ball and simulate a "ball drop" with your countdown! We had a number of fun messages on bathroom mirror for xmas party in lipstick (ok was girlfriends idea! eg...check your zipper, you look great, happy new year...etc).
Have a safe and festive New Year!
